Abstract According to the No Child Left Behind Act of 2001 (NCLB, 2002), every student should become technologically literate by the time they reach the eight grade. Evidence exist within the Houston County School District that A grant was written in 2009 requesting two million dollars to bridge the digital divide within our community. The grant was approved and a motion to coordinate a curriculum develop project has been accepted by the schools board committee. The goal of this project is to integrate technology among all middle schools that is at present an underserved community with limited access to technology. All stakeholders will be compiled into committees and a point of direct contact will be delegated for each group. After all decisions have been made and the implementation phase begins, the program will receive formative and summative evaluations that will continue to occur as for the duration of the program.

Power in Technology
The Houston County School District, plagued with a high crime rate, high unemployment, and extreme poverty, has found itself deficient of the skills needed to perform day-to-day-tasks. Many of the people in this community have been impacted by deficiencies passed down from generation to generation. For example, some of the women who currently receive governmental assistance (public housing, welfare and food vouchers) are descendents of those who received the same assistance. This sometimes extends as far back as 4 generations. With this taken into consideration the Houston County School District (HCSD) has hired, Bridgett Standring, to assemble a community wide committee to address the digital divide that now exists within its district.

...How much position and personnel power do leaders need to be effective? Power has been the subject of much research. The purpose of this essay is to establish how much power leaders need to be effective. Although effective leaders rely more on personal power than on position power, some position is important in order to get the job done. The amount and type of power required depends on the situation, whether the influence is upward, downward or lateral, whether goal congruence exists, the size and make-up of the group as well as the targeted outcome (compliance or commitment). Too much position power should be avoided as it can lead to abuse of the power and hence negative outcomes, yet too little position power will limit a leader from being effective. Also research has found complex interrelations between power bases. Effective leaders need a moderate amount of position power to make decisions, implement changes and punish ongoing belligerent behaviour and they need fairly high level personal power to create relationships, trust and respect and persuade target persons of the benefits of undertaking a task or project and therefore obtain commitment rather than simple compliance. While effective leaders have great skills in influencing target persons, they must also be receptive to influence from others. Merrett, Member, IEEE Abstract— This paper presents a technique, called subclock power gating, for reducing leakage power during the active mode in low performance, energy-constrained applications. The proposed technique achieves power reduction through two mechanisms: 1) power gating the combinational logic within the clock period (subclock) and 2) reducing the virtual supply to less than Vth rather than shutting down completely as is the case in conventional power gating. To achieve this reduced voltage, a pair of nMOS and pMOS transistors are used at the head and foot of the power gated logic for symmetric virtual rail clamping of the power and ground supplies. The subclock power gating technique has been validated by incorporating it with an ARM Cortex-M0 microprocessor, which was fabricated in a 65-nm process. Two sets of experiments are done: the first experimentally validates the functionality of the proposed technique in the fabricated test chip and the second investigates the utility of the proposed technique in example applications. Measured results from the fabricated chip show 27% power saving during the active mode for an example wireless sensor node application when compared with the same microprocessor without subclock power gating. Skynet, a military computer system used as a global defense network, was activated and given command over all computerized hardware and systems belonging to the United States military. The system also had control over military bombers and the US nuclear arsenal. Skynet was created to eliminate human error and respond quickly to enemy attacks. The system taught itself and by August 29th, gained artificial consciousness. The operators panicked after realizing the capabilities of Skynet and attempted to shut it down. Skynet viewed this as an attack and responded. It’s reponse was the extermination of the humans. Nuclear missiles were launched at Russia and Russia responded with a counter-attack. Over 3 billion people were killed that day. The humans were enslaved by Skynet’s army of machines but started a resistance movement. Today, we are still at battle attempting to over power the machines and regain our world. (The Terminator, 1984) The year today is 2015. We are all living outside of enslavement from machines and our world has not been destroyed by nuclear weapons. What you just read was the basis for the 1984 movie, The Terminator. Technology had been made too powerful, gained self-awareness, and took over the world. Thankfully, that is not our world. However, will it be in the future? Blalock begins by acknowledging something most of us know but rarely state: "The concept of power is both exceedingly slippery to pin down and yet indispensable in enabling one to analyze...."[1] Having defined power, as in physics, as having both potential and kinetic forms, he opts for the latter usage alone in his text. That is, he acknowledges power as both the capacity of an individual or group to accomplish something, and the actual doing of something, but he limits his discussion to "actions actually accomplished." Additional insights into understanding power are offered by Beyond Intractability project participants. This has two advantages. First, it dovetails with how most of us think about power most of the time. Second, it is easier to quantify. It is much easier to measure something that has occurred than something that is a possibility. An actual occurrence is a fact that can be checked.
