Executive Summary The target audience is the City of Boston labor management commission and the Massachusetts legislature. The current collective bargaining agreement between the City of Boston and AFSCME and the Massachusetts Legislature, Title IV, Chapter 31 creates controlling and overly-bureaucratic policies. These policies outline employee procedures, in particular hiring, disciplining, promoting and evaluation procedures that are outdated and ineffective. Unions protect employees from unfair employment practices, yet some have hurt the overall staff morale and productivity. There is a deep and long standing perception of public employees that they are lazy and incompetent. This is far from the truth, but certain policies regarding hiring, promoting, and disciplinary actions are decreasing employee productivity. To incorporate motivational elements in the public sector and give more discretion to public managers, policies must be changed. When a manager would like to promote an employee, it is a long and drawn out process, that often after much effort is exhibited, the potential promotion falls through. Where the private sector motivates through financial incentives and promotions, the public sector has no tools to promote good work ethics. A public sector promotion must follow procedures and the department must open the promotion to every qualified employee in every City department, interview qualified applicants and finally chose the applicant most qualified. The labor unions were established to help workers with low pay, unsafe working conditions and long hours—to name a few. The influence of unions has ebbed and flowed through the bas century in a struggle for power in the workplace. The status of the labor movement has always been precarious due to the love-hate relationship America has toward unions. Today, just as one hundred years ago, some Americans feel that unions are crucial to the continuing development of our country, and others believe that they are the opposite, that unions will eventually drag the country down. Unions are just about as old as America itself. There were primitive unions of carpenters and other groups in colonial America but it wasn’t until the 1820’s that national labor unions started to gain strength. It was during this time that workers banded together to reduce the hours worked in a day from 12 to 10, and then in 1866 the National Labor Union persuaded Congress to drop the workday to the current 8 hours. Labor Day is a creation of unions as well. The first Labor Day celebration was on the 5th of September, 1882. Labor Day is now held on the first Monday in September. ...Labor unions have a long and colorful history in the United States. To some people, they conjure up thoughts of organized crime and gangsters like Jimmy Hoffa. To others, labor unions represent solidarity among the working classes, bringing people together across many professions to lobby for better rights, wages and benefits. As of 2006, 15.4 million people were union members, and although union membership peaked in 1945 when 35 percent of the nonagricultural workforce were union members, unions are still a powerful influence in the United States (and even more powerful in many other countries). (Silverman, J., 2012) They are also an important and fundamental part of the history of United States commerce and the country’s growth into an economic powerhouse. Unions began forming in the mid-19th century in response to the social and economic impact of the industrial revolution. National labor unions began to form in the post-Civil War Era. The Knights of Labor emerged as a major force in the late 1880s, but it collapsed because of poor organization, lack of effective leadership, disagreement over goals, and strong opposition from employers and government forces. (Silverman, J., 2012) The American Federation of Labor, founded in 1886 and led by Samuel Gompers until his death in 1924, proved much more durable. Union or Not Union

...Union or unionized companies are businesses that hire employees that belong to a union, a legal organization that represents the employees and manages, at least in part, the hiring process. There are different types of unions, based on the industries they work within, and companies that work with unions have several common qualities that differentiate them from businesses that do not use unions. 1. Rules and Guidelines ◦ Unions are responsible for creating many different rules in the industries they are a part of. Some of these rules apply to employees and the training they must go through, but many also apply to the companies that hire union workers. These companies must provide workplaces that promote worker safety and health. Of course, good companies will work toward these aims anyway, and state or federal governments have their own safety rules. But unions often add extra guidelines to make sure that workers will not be mistreated or put in danger.

 2. Compensation ◦ Union workers, on average, are paid more than employees who are not part of unions. This means that union companies must expect to pay more in compensation. Many companies balance this by offering fewer benefits to employees, but only up to a point; most unions also require companies to offer certain benefits, such as health insurance. This is one reason that unions are popular among employees, and it is also a key point of negotiation between companies and unions.

...Legislations That Shaped Labor Unions For centuries, the divide between laborers and their controllers have come with a high price. From wealthy farmers to corporate presidents, their subordinates have had to work hard to achieve their personal goals and that of employers. At times, employees have been exploited by working outrageous hours under horrible conditions for a measly pay. Such abuse was absorbed by the needy and continued for years, until the government stepped in and demanded labors to be implemented. Such laws gave the rights and freedom that many were looking for in order to work stable hours and for reasonable pay. Like many laws, it took time and effort but such laws came to fruition by legislations such as The Wagner Act, The Taft-Hartley Act, and the Civil Rights Act of 1964. The Wagner Act, also known as The National Labor Relations Act of 1935, is the foundation for all unions that are now in existence in the United States. Prior to The Wagner Act, employees had no say as to whether or not they wanted to come together and agree on proposals for better and healthier work environments by being represented by unions. Labor unions have been considered by many to be an organization that defends and helps the working class people in America. ...Union vs Non Union Brian Largent I have worked for a lot of places over the years but none of them have been a union employer. I have however been through a union election, and the election that is a part of that. I am not a fan of those processes because they can take away from productivity, and cause a low morale at the workplace. In this paper I will explain the differences between the two types of shops, including the different things in management, and compensation. I will also look at the legislation that pertains to unions, and the laws that pertains to each part of a collective bargaining agreement. I will begin with the differences in management from a union employer to a non-union employer. Management in a non- union shop typically has a strong hierarchy in power, from the CEO all the way down to the common employee. Management in a non-union shop can have what is known as an open door policy, meaning that it is acceptable for employees to come to the managers with their problems. This is beneficial to keep morale in the workplace and open communication across the board. Union employers are different in a few ways when it comes to management. The original aim was to tie countries together by forging closer industrial and economic cooperation. Since then, the EU’s responsibilities have grown in response to new challenges and many more countries have joined. In 1950 French Foreign Minister Robert Schuman proposes integrating the coal and steel industries of Western Europe.
